The Rental Assistance Program is a federally-funded program through HUD called Section 8.  Section 8 is a program that assists the low income in paying their rent in the City of Salamanca.  To be eligible you cannot make more that the following income limits per family size.
   
If you feel that you meet the income guidelines and live in or want to move to the City of Salamanca, you may download, complete, and return the application to the Rental Assistance Office at 225 Wildwood Avenue, Salamanca, NY 14779.  If you have any questions, call at 945-3171.  When applying for Rental Assistance a preference will be given to all employed families and any disabled person who can document that they are unable to work.  Then the applications will be placed by date and time of the application.  Currently the waiting period until you receive assistance is 6 months to a year.

When your application comes to the top of the list, you will receive a tenant packet to complete.  When you return the completed tenant packet you will sign a Housing Choice Voucher that will give you 60 days to find an apartment to rent through the rental assistance program.  You will sign a Tenant Approval with the new Landlord.  When this document is brought back to the rental assistance office a HQS inspection will be scheduled on the unit.  The unit must pass the HQS inspection before any lease or contract is completed.

Once the unit passes HUD's HQS inspection a lease and contract will be completed for you and the landlord to sign.
   
​The Housing Choice Voucher Part 4: Obligations of the Family, explains the family's responsibilities regarding program regulations that the participants must follow.
   
If you have a child or are expecting a baby, HUD is very concerned about lead paint.  When you are looking for an apartment, please pay special attention to the condition of the painted areas in and around the apartment.
   
To receive rental assistance through this program you must move to and live in Salamanca 1 year before you can transfer (port-out) the voucher.
